APEC: Canada, Mexico open to US-backed trade zone

KAPOLEI, Hawaii (AP) -- U.S. officials say Canada and Mexico have both expressed interest in joining a U.S.-backed trans-Pacific trade initiative. The move boosts President Barack Obama's ambitious agenda for the annual Asia-Pacific economic summit.

The White House press secretary issued a statement saying Obama welcomed Canadian Prime Minister Stephen Harper's indication his government would begin talks on joining the so-called Trans-Pacific Partnership.

It said that together with similar announcements by Japan and Mexico, the news shows the "broadening momentum and dynamism" of the effort to work toward an eventual regionwide free trade zone.

The U.S. Trade Representative, Ron Kirk, also welcomed the positive overtures from America's "neighbors and largest export markets."

ARS scientists are evaluating biochar-charred biomass created from wood, other plant material, and manure-to see if it can be used to enhance soil qualities that are important to farmers such as moisture storage, pH, and available phosphorus.



Scientists at the U.S. Department of Agriculture (USDA) are leading the way in learning more about "biochar," the charred biomass created from wood, other plant material, and manure. The studies by AgriculturalResearch Service (ARS) scientists at laboratories across the country support the USDA priorities of promoting international food security and responding to global climate change. ARS is USDA's chief intramural scientific research agency.

Soil scientist Jeff Novak at the ARS Coastal Plains Soil, Water and Plant Research Center in Florence, S.C., is coordinating the multi-location effort.
