El ejercicio de la ciudadanía impide el delito propio y exige celo en el cumplimiento de las leyes por parte de particulares, autoridades y funcionarios


Una de las más dañinas prácticas, del ser humano, es el tráfico indebido de influencias.



 En muchos países, al igual que en Venezuela, este delito está penado. La Ley Contra la Corrupción, en nuestro país, pareciera “ser letra muerta” sobre papel firmado, sellado y refrendado. Situación que elude la verdadera intención del espíritu del país. Políticas imparciales generan jueces imparciales y ley ciega.



Bajo la decadencia política actual, se imponen el nepotismo, el compadrazgo, los intereses arribistas y la arremetida de antivalores. Por esta vía se establece la amenaza, la segregación, el desprecio y la impunidad hasta dejar al garete delitos como el tráfico de influencias, el cohecho, la prevaricación administrativa, las negociaciones y actividades prohibidas a funcionarios y autoridades, los abusos en el ejercicio de funciones, la malversación de recursos públicos y el fraude a la Administración Pública.



 ¿Cuándo y cuál juez tomará el martillo, mazo o mallete para fallar, en buena lid y a favor, de las buenas costumbres?



El tráfico de influencias, puede encontrarse entre un particular y una autoridad, un particular y un funcionario, entre autoridades y funcionarios, entre gerentes privados y empleados, un particular y un empleado privado, etcétera. Todos, empujados por su carente formación ética, su mal concepto de amistad, de relación personal o de rol, que en trance delincuencial se sugieren, piden o presionan para conseguir favores para sí mismos o terceros. 



El colmo es, cuando estos “favores”, involucran a sus propios hijos. Y más asfixiante e intolerable es encontrar a jueces y magistrados, parcializados por intereses políticos y hundidos en estas arenas movedizas. 









Quien se desvincula de sus deberes, sin duda, desatiende derechos constitucionales. El ejercicio de la ciudadanía impide el delito propio y exige celo en el cumplimiento de las leyes por parte de particulares, autoridades y funcionarios. Quien propone delitos, es tan delincuente, como quien lo acepta. 



No en vano la poetisa mejicana, Sor Juana Inés de la Cruz, escribió: "¿… cuál es más de culpar", el "que peca por la paga o el que paga por pecar?"



 ¿Será que esperan que el pueblo tome el mazo del juez?
